Enroll and Submit Heat Pump Applications
Become a Participating Partner
If you install or design heat pumps, including cold-climate air source, geothermal (ground source), or are a geothermal heat pump driller, you’re encouraged to join the NYS Clean Heat Participating Contractor network.
Please refer to your applicable utility service territory program manual, found on the Resources webpage, for more information on becoming a Participating Contractor.
If you would like to enroll in automated clearing house (ACH) payments (aka electronic funds-transfer; direct deposit), please review the ACH Payment Guidance Document for enrollment steps.
Enroll as a ASHP or GSHP Participating Contractor
To be eligible to apply for incentives from a NYS energy company, complete the Contractor Application and Upload Additional Required Documentation. Submit your NYS Clean Heat Application via the NYS Clean Heat Contractor Management Portal.
The portal homepage will guide you through the enrollment process and provides links to:
- Energy Company Participation Agreements
- W-9 Form
- Guidance documents and samples for the Commercial General Liability Certificate(s) of Insurance
- Listing of the required documents to verify your selected clean heat contractor type
At the bottom of the portal homepage select the ‘BEGIN APPLICATION’ button. You will be required to set up an account using your primary email address and a password of your choice. Please keep this password in a secure location for your records and reference.
The portal does allow you to begin your application, save it, and return at a later time to complete and submit if necessary.
**Processing times for applications can take up to one week, or longer if your submitted materials are incomplete or require updates.

Submit ASHP or GSHP Incentive Applications
Contractors must become a NYS Clean Heat participating contractor prior to submitting any incentive applications. Failure to do so will delay the review and payment of these applications.
Prescriptive Projects – Residential and Small Commercial/Industrial

All Prescriptive Incentive Applications should submitted through the electric utilities online application site. Custom Projects – Multifamily and Large Commercial/Industrial
Step 1. Incentive Applications
All Multifamily and Large C&I projects must be pre-approved before installation. Please refer to your applicable utility service territory program manual, found on the NYS Clean Heat Contractor Resources webpage, for more information.
- Central Hudson Gas & Electric: Submit applications to NYSCleanHeat@icf.com and your NYS Clean Heat utility account manager (PDF).

Con Edison: Submit the customer participation acknowledgement form (PDF) and incentive applications as follows:

Heat pump (hybrid) water heater (HPWH) installers are not required to join the Participating Contractor network, however there are other requirements detailed in the applicable utility service territory program manual located on the Resources webpage.
If you are a heat pump water heater distributor, you are encouraged to join the NYS Clean Heat Participating HPWH Distributor network. Distributors in the network are eligible to participate in the NYS Clean Heat HPWH midstream distributor incentive offering.
Enroll as a HPWH Distributor
Distributors who wish to participate in the Clean Heat HPWH midstream distributor incentive offering are required to submit a HPWH Distributor Participation Agreement with their utility partner.

Submit HPWH Incentive Applications
Step 1. Confirm Project Eligibility
Prior to submission of an incentive application, the Installer of a HPWH must confirm that the customer, site, and proposed HPWH measure qualify for the program, as specified in the listed Eligibility Requirements (see the applicable utility service territory program manual for more details).
Step 2. Install Equipment
HPWH Installers must install equipment associated with HPWH systems according to all applicable codes and standards.
Step 3: Submit HPWH applications
At minimum, all midstream HPWH Participating Distributors are required to submit the following documents as part of the application package:
- Customer Site Information
- Lists of Installed Equipment — Specific model, AHRI certificate number and serial number of units sold must be provided
- Project Cost — Installation cost for the HPWH. Labor and material costs shall be presented separately, and costs shall be limited to the equipment cost and labor cost. Other costs such as taxes, internal labor costs, shipping, administrative costs, or similar costs will not be included with total project cost when calculating incentive caps.

Following submission, all applicable Clean Heat and midstream add-on rewards for distributors and contractors will be processed.
Step 4. Receive Incentive Payment
The Electric Utilities will pay incentives to the Participating Distributor. Each Distributor may retain up to the Distributor Reward amount. The balance of the Total Incentive less the Contractor Reward must be passed or otherwise credited to the customer in its entirety, as documented in the site owner invoice or contract.
