About the NYS Clean Heat Program

To advance New York State’s clean energy transition, The New York State Energy Research & Development Authority (NYSERDA) and New York energy companies have partnered to offer a range of initiatives to make heat pumps more affordable and accessible to residents.

On May 15, NYS Public Service Commission (PSC) issued the Non-LMI Order (DMM 25-M-0248) authorizing over $490 million of incentive funding for the NYS Clean Heat Program through 2026–2030. New York’s electric utilities (Central Hudson Gas & Electric, Consolidated Edison, National Grid, New York State Electric & Gas, Orange and Rockland, and Rochester Gas & Electric) administer the Program and will offer building electrification incentives, including heat pumps, exclusively for customers in residential one- to four-family homes.

The NYS Clean Heat Joint Management Committee (JMC) serves as the coordinating body for the NYS Clean Heat Program. The JMC provides a forum for coordination among Program Administrators and NYSERDA, operating in consultation with the NYS Department of Public Service. The JMC is comprised of representatives from each Program Administrator and NYSERDA with the primary role to facilitate effective administration of the NYS Clean Heat Program under a common statewide program design while allowing for necessary variation among Program Administrators.

Additional resources are available on NYSERDA’s Clean Heat Connect website. This is a network of distributors and manufacturers currently dedicated to expanding the adoption of cold-climate air source heat pumps in homes across New York State. Clean Heat Connect does plan to expand into geothermal in the future.
