Become a Participating Contractor
If you install or design heat pumps, including cold-climate air source, geothermal (ground source), or are a geothermal heat pump driller, you’re encouraged to join the NYS Clean Heat Participating Contractor network.
Please refer to your applicable utility service territory program manual, found on the Resources webpage, for more information on becoming a Participating Contractor.
Heat pump water heater installers are not required to join the Participating Contractor network, however there are other requirements detailed in the applicable utility service territory program manual. If you are a heat pump water heater distributor, visit the distributor enrollment page.

How to Enroll
To be eligible to apply for incentives from a NYS energy company follow the process outlined below.
Complete the Contractor Application and Upload Additional Required Documentation — Required
Complete and submit your NYS Clean Heat Application via the NYS Clean Heat Contractor Management Portal.
The portal homepage will guide you through the enrollment process and provides links to:
- Energy Company Participation Agreements
- W-9 Form
- Guidance documents and samples for the Commercial General Liability Certificate(s) of Insurance
- Listing of the required documents to verify your selected clean heat contractor type
At the bottom of the portal homepage select the ‘BEGIN APPLICATION’ button. You will be required to set up an account using your primary email address and a password of your choice. Please keep this password in a secure location for your records and reference.
The portal does allow you to begin your application, save it, and return at a later time to complete and submit if necessary.
**Processing times for applications can take up to one week, or longer if your submitted materials are incomplete or require updates.
To expedite your enrollment:
- Review the guidance documents and samples for the Certificate(s) of Insurance provided on the portal — there are specific requirements for how to properly fill out these documents
- Email NYSCleanHeat@icf.com with the Subject: NEW ENROLLMENT – [YOUR COMPANY NAME]
- If you are sending a follow-up email, include **FOLLOW UP at the beginning of your subject line

*Failure to include these items in your email may result in delays.
How to Submit Incentive Applications
Note: Contractors must become a NYS Clean Heat participating contractor prior to submitting any incentive applications. Failure to do so will delay the review and payment of these applications.
Step 1. Customer Participation Acknowledgement Form
Contractors are required to provide a Customer Participation Acknowledgement Form with the customer’s signature. If you have any questions regarding this document, please contact us at NYSCleanHeat@icf.com. The participation acknowledgement form for each NYS energy company can be found below in step 2.
Step 2. Incentive Applications
- Central Hudson Gas & Electric: Submit the customer participation acknowledgement form (PDF) and incentive applications through the online application site.

Con Edison: Submit the customer participation acknowledgement form (PDF) and incentive applications as follows:
- Residential Projects: Submit project incentive applications directly into the online intake tool. Send an email to NYSCleanHeat@icf.com stating that you have project(s) ready for pre-approval/submittal. Con Edison, or its associated implementation contractors, will follow up with login credentials for the online intake tool.
- Multifamily Projects: Submit project applications to cleanheatmultifamily@coned.com. Con Edison, or its associated implementation contractors, will follow up. All projects must be pre-approved before installation. For more details, visit conEd.com/CleanHeatMultifamily or send an email to cleanheatmultifamily@coned.com with questions.
- Small-to-Medium Business Projects: Submit project applications to CleanHeatSMB@coned.com. Con Edison, or its associated implementation contractors, will follow up. - Commercial and Industrial (C&I) and Large Custom Projects: All projects must be pre-approved before installation. For more details, visit coned.com/cleanheatcommercial or send an email to cleanheatcommercial@coned.com with questions.

National Grid: Submit the customer participation acknowledgement form (PDF) and project incentive applications directly into the online intake tool. Email nyscleanheat@icf.com, stating that you have project(s) ready for submittal. National Grid, or its associated implementation contractors, will follow up with login credentials for the online intake tool. For custom incentive projects, please complete the Commercial & Industrial application and submit it along with the associated documents to NYSCleanHeatCI@nationalgrid.com.
- Please note only projects from eligible Participating Contractors will be accepted for review. National Grid will follow up regarding project eligibility and pre-approval decision.

New York State Electric and Gas Corporation:
Submit the customer participation acknowledgement form (PDF) and project incentive applications directly into the online intake tool.
Email nyscleanheat@icf.com, stating that you have project(s) ready for submittal.
NYSEG, or its associated implementation contractors, will follow up with login credentials for the online intake tool.
- Please note only projects from eligible Participating Contractors will be accepted for review. For custom incentive projects, NYSEG, or its associated implementation contractors, will follow up regarding project eligibility and pre-approval decision.

Orange & Rockland: Submit the customer participation acknowledgement form (PDF) and incentive applications as follows:
- For all Orange and Rockland Projects: Submit project incentive applications directly into the online intake tool. Email nyscleanheat@icf.com, stating that you have project(s) ready for submittal. Orange and Rockland, or its associated implementation contractors, will follow up with login credentials for the online intake tool.
- Please note only projects from eligible Participating Contractors will be accepted for review. For custom incentive projects, Orange and Rockland, or its associated implementation contractors, will follow up regarding project eligibility and pre-approval decision.

RG&E, or its associated implementation contractors, will follow up with login credentials for the online intake tool.
